Can you give further information? Do you have a single whole note you are adding a tremolo to? Are you using the tremolo meant for a singe note (the one with a stem in it) or the tremolo that goes between notes (the one without a stem). Even though whole notes do not have stems, you still use the one for a single note on a whole note.
If this does not help, upload a .mscz file and explain what you are doing. You may also attach a picture of the end result if you think it will clarify.
If by chance you wanted two whole notes alternating in a 4/4 measure, you do this by entering two half notes first, then adding the tremolo; they change to whole notes automatically. Or, if it's just a single note, use the tremolo-through-stem icon as suggested above.
