Mid-staff instrument change "outdated"?
While working on a translation, I noticed that "Mid staff instrument change" has a long section on the difference between version 2.0 and 2.1.
Being now at v. 2.3 this seems to be outdated.
I dont intend to include this in my translation, and if nobody object I will also remove it from the english version.

There are people who still use versions prior to 2.1. While they should upgrade, there is no requirement. Since this is the 2.x handbook and not the 2.3.2 handbook informing users of changes between minor versions is necessary. Don't change the English handbook, but you can do what you like with your translation.
The handbook is for version 2.0 and later, so I'd keep this
