keyboard shortcuts in 2.3.2 are inconsistent

The shortcut defaults that come with 2.3.2 are not correctly checked for duplicates.
Just one example, there are more of this kind:
In the default settings for shortcuts I find
Note duration: 16th 3
I press the button "Clear": 3 is removed
I press the button "Define..." and press "3"
Instead of bringing back the keyboard shortcut 3 for Note duration: 16th MuseScore reports:
"Shortcut conflicts with Add fret 3 on current string (TAB only)"

It's not really a conflict as one is valid only in TAB mode and the other one is valid only in standard notation mode. So it should not be considered an error that prevents saving this setting. If a setting exists in the default settings, I expect to be able to configure it also manually.
