I dont understand why the repeat jumps to the beginning
Do I need to do something special so that the playback repeats the correct thing?
The left repeat bar is inside measure 4, and the right repeat bars is at the end of the piece,
but when it plays back, the repeat goes all the way back to the beginning.
Am I doing something wrong? or is it a bug in the repeat playback?

This is by design, see also the recent #276004: Repeat barlines in the middle of a measure are not played back and are not exported in musicxml, you need to split the measure (and for this you'd need to remove the parts and add them back after) and then apply the repeat bars to the measure, not to a mid-measure note, to get it to play back correctly.
The fact that barlines can get added mid-measure (by dragging a barline from the palette onto a note or rest or by selecting note or rests and double click a barline on the palette) is not documented at all, and that repeats don't work in that case isn't documented either, I guess both should get documented.
