And a PDF cannot get transposed
You will need to enter this by hand as a Clarinet in C. Once this is done, you can change instruments to B-flat clarinet and it will automatically transpose.
If you just want to play the piece, IMLSP has some vrery neat transpositions for Bb Clarinet:
