Save edited drums to a Template
I have a custom template for my orchestra but when I add Whistle to the current worksheet (Midi note 71) it saves with that score but when I open a new Orchestra sheet the change is missing. It would also be helpful if I could exceed 15 instruments and one drum stave.

To make changes apply to a later score, you have to save the score to the location where your user templates are. See https://musescore.org/en/handbook/create-new-score#user-templates-folder
Also, you can have as many instruments as you want. If you want to actually see them all, though, it helps to specify a page size large enough, and/or a staff size small enough, for them all to fit on the page. See Layout / Page Settings.
