It's a matter of voicing...seek out the following in the handbook >>>

The rhythm in the voices does not make total sense to me. According to the stem directions voice 1 has a dotted half note followed by a quarter note, voice 2 has a quarter rest, dotted 8th note, 16th note then a half note. The dotted quarter note is tied to the dotted 8th that starts on beat 2!
MuseScore will not allow that as a tie, but it will accept a slur if you select the dotted 1/2 note and ctrl+click the dotted 8th note and press S.

Now that I actually see the tie, it makes no sense. The measure would look proper if the tie is omitted altogether

I agree, but I explained how to make it look the same as the picture.
