Not being able to create palettes

Hello, I've had Musescore 3 for a while now and I want to make a custom workspace with palettes in it,
however, whenever I make a new workspace it's blank and I can't add any palettes,
right clicking doesn't seem to work, neither does anything like control clicking.
It's not in the toolbar either, when I click edit on that it gives me 4 tick boxes that don't seem to help.
The screenshot included is how the workspace looks right now.
OS is MacOSX High Sierra 10.13.6
