My keyboard works in the 2, but does not work in the MuseScore 3
My keyboard PSR-800 works in the second version, but does not work in the third. The program does not see the midi keyboard in the settings.

Looks like your MuseScore 2 is not the latest, not allowing MIDI Out, available since MuseScore 2.2.
Anyway, there's a known and meanwhile fixed bug regarding what those buttons show in 3.0, it shows the 1st device n times rather n devices (see #279203: MIDI Input / Output doesn't work), so count to the entry used in MuseScore 2 and use the same entry number in MuseScore 3
