Bug priority

I've reported several bugs on behalf of Blind users because they prevent or just make it very difficult for them from to export files to Braille. I've been making the priority S3-Major, I was wondering if these should actually be set to S2-Critical since it prevents users from using the program or at least getting the benefits of it. Would it make any difference in reality?
