How to create a structure like that? (shown in the picture)

I have no problems at first with moving nothes to different levels, but the problem occurs when I wann put the first bass cleff in the left hand (before the11th note). It imediatelly jumps back into the right hand and doesn't make the notes in the left hand lower like they should be. I will also add that I started doing it all in the right hand, so theoretically all the notes should be on the second level.
