Decreasing measure doesn't seem to work
I've selected measures 8-11 in the attached to try to decrease but it doesn't seem to be working. Help?

Using 2.3.2 I selected measures 8-11 and pressed { a bunch of times and managed to get 3 of the measures on one line. It seems you have increased the stretch on some of the measures like 9 -11. You should select those measures and use the menu option to reset stretch, then press { about 10 times to see if you like what happens.
