I was writing a score and when I put a quarter = 170 tempo text the tempo was the same as the previous marking during playback

Which version? When you said quarter = 170 did you literally type that or use the quarter note symbol. If you literally typed it, you need to remove the check from "Follow text" in the inspector and set the tempo to 170BPM.
