The tie is connected to the key signature
In bars 6, 12 and 18 at the example below, the ties are connected to the key signatures.

No, to the last note of the previous measure. I think that's the rule although perhaps the positioning is not canonical
It only looks that way because of the note the tie is connected to. If you disable auto placement on the key signature and move it up or down you will see the tie stays put.
