Dumb Rests

okay so when i make a song every time i insert a note in a measure (ANY MEASURE) the rest stays for no reason.
to get rid of it i have to change the time sig. and then change it back. BUT sometimes he notes are in a measure i didn't even put them in
PLS HELP
