Text Edit
Why can I not enter text edit mode. I obey the rule - to click on a text element and then select edit mode - either nothing happens or a notice saying edit mode is not possible in this state

What are your trying to edit? Can you attach a sample score and give instructions on how to reproduce the problem?
The usual way to edit a text element is to double-click it. But there are some elements that are generated from within MuseScore and cannot be edited directly - instrument names, header/footer, measure numbers, etc.
One other thought, if you are already in edit mode, you won't be able to put anything else in edit mode. If you accidentally double click a note head (which is common) most of the toolbar items will be grayed out. Press escape to exit edit mode, then put the text into edit mode and see if that fixes it.
