handbook download - I need to read it offline for versions 2 & 3

The handbook for MS3 is NOT downloading in a way I can use it, it opens in browser only. I need to see this at my leisure, OFFline and be able to refer to it as needed, not when my limited internet is available. The MS2 book wont properly download either, same problem. Not all of us can afford to keep 'downloading' like this every time I have one little question. It must be possible to get a copy onto my computer that I can refer to and work from.
