Edit: ah, I see, the official download page loads it from that URL you mention. However: I can the full package, 98MB.

No, sorry. I go to https://musescore.org/en/download and click on the 'Download for Windows(64-bit)'-button. After a few seconds a dialog box is opened (in german): Title 'Öffen von MuseScore-3.0.2.msi'; Text:
'Sie möchten folgende Datei öffnen: Muse-Score-3.0.2.msi
Vom Typ: Windows Installer Package (0 Bytes)
Von: https://cdn.jsdelivr.net

So I'm always routed to https://cdn.jsdelivr.net, though I start in https://musescore.org/en/download
Works for me, but as mentioned, we had a problem with CDN earlier this month, maybe it is back, or hasn't been fixed yet.
