Entering text above the staff

Is there a way to enter text above the staff? I click on a note then enter "Ctrl T" and the text box opens below the staff (and below the lyrics). If I grab the text box and move it above the staff it just jumps back down.

Also, is there a way to enter text that isn't tied to a note?

I watched the learning video "Lesson #6 Text, lyrics and chords" but it barely talks about text, mostly discusses entering lyrics and chords.

The Jazz templates do default to putting staff text below the staff, to keep them from interfering with chord symbols above. If you aren't worried about this, go to Format / Style / Staff Text and set the default placement to above. Or, to flip a single staff text above while leaving the rest below, just click the one you want moved and press "X" (dragging indeed is no longer needed or effective for this purpose).

For text not tied to a note, it isn't clear what you would want it tied to instead - eg, where should it go as the layout of your measures changes. Attaching an example would help us understand better. But, possibly a text frame (Frames & Measures palette) is what you want?
