Add a setting for max number of measures per line?
Adding a setting like this would be very helpful in minimizing the time it takes to add line breaks, especially in pieces with 20 or so parts. A minimum would be nice too so it doesn't do that thing where it stretches one measure to fit an entire line which looks gross.

However, the spacing of notes present, such as characters in a text document, can be very variable.

And I've been putting them in manually all these years. Thanks! Now all I need is a button that says apply to all parts.
Instead of messing with min / max measure per line, or manual breaks, just use the existing style setting for spacing - Format / Style / Measure / Spacing. So if you want looser spacing overall, you can get it by default (and apply to all parts in one go) without trying to second guess how many measures per line might happen to produce that result.
