Is there a way to add a time signature with 128 as the lower number in the time signature creator? If so, how?

No, 64 is the shortest number.
Create a new time signature and you can enter many unusual numbers. The problem is that MS doesn't support a real time signature of n/128 so you would have to manually alter each and every notehead or lie about the upper number, too. Here I have created a time signature with actual values of 16/64 (the way MS will count it) but with text values of 32/128 entered (the way it will appear).

You could just double the tempo after you change the displayed time signature to get proper playback.
