Where can I get non-English instruments.xml files?
Is there a way I can download German, Italian, and French instruments.xml files without redownloading the entire Musescore?

There is no such thing, the German/Italian/French names are part of the MuseScore translations. So just switch MUseScore's Edit > Preferences > General > Language to the lkanguage of your choice, then create the score (then switch back language)

If this is so then I will change to each language and clone each instruments.xml file and keep them in a different folder.

I think it's much easier to change to the language create a score while in that language then return to your preferred language. The XML files are already translated for this.

This won't help, as the instruments.xml doesn't change when switching languages, just the translations, taken from the instruments_LANG.qm files

I just did a test to confirm what I said. I used preferences to switch languages to Italian, created a score then switched back to English and all of the instruments are in Italian.
This is far easier than changing the custom Instruments.xml location when you want to use other languages. The one disadvantage of this is that you need to know which options to select in the language you are in. If you're experienced creating scores in your native language, this shouldn't be a problem since you're used to clicking a certain spot in each dialog and the spot remains the same.
