Add ability to determine size of stretch layout increment

Currently, the degree of increment when stretching or decreasing layout (measure) stretch with the keyboard shortcuts {} is fixed. I suggest adding the ability to adjust the size of increment in the Advance tab of Preferences. Since it is already possible to adjust the stretch more finely using measure properties, it seems it wouldn't be too difficult to provide a global stretch increment setting in Advance preferences.
