How do they create these playback videos with the sheet music for MDL (Musescore DrumLine)?
I have been seeing a lot of the MDL videos where they feature user's compositions, and on the bottom of the screen they have the music, with the playback indicator. How do they set this up?

Possibly by using the "Send to YouTube" function of the musescore.com online sharing platform: https://help.musescore.com/hc/en-us/articles/210260605-Send-to-YouTube
Or some kind of screen capturing software.

I've done screen capture with MS2 by enabling "game mode" on my system. It works fine, but I think the YouTube videos are better. (Also, now my computer thinks MS2 is a game, and wants to share every time I start.) Is there any way to perform this function locally rather than through online sharing?

I don't know what "Send to YouTube" uses to render the score on the server, but it's not built-in to MuseScore.
Locally the option is capture software.
