Project
Put a dotted half note in bar one, and dotter half note in bar two, then try to tie them, instead of a tie a dotted whole note appears in bar one, and there is no note in bar two. While the value is the same, this is bad editing, and is usable.
The song was originally created in an older version of musescore, and this issue has only been happening when it is opened and modified in version 3.

Confirmed.
But in Format > Style > Score you have enabled "Display note values across measure boundaries (EXPERIMENTAL, early music only!)", this causes the dotted whole note. Disabling that should serve at least as a workaround
That feature is experimental for a reason apparently...
Actually this is by design, no bug there
