Key signatures not coming up correctly in non c instruments

I have a Bb clarinet and when making music for it, I have to choose the key signature 2 before it. So say I want no key signature at all, 2 spaces back is Bb Major and I have to choose that one. I understand that no key signature on a Bb clarinet is Bb Major in concert pitch, but is there a way of making it not do that?

Indeed, for a transpoing instrument the key signature is different between concert pitch and sounding pitch, that's the nature of those instruments.

And as for why it does this, consider music for unaccompanied clarinet is exceedingly rare, most music for clarinet is for some kind of ensemble in which each instrument is likely transposed different. So if you have a score for flute, clarinet, and French horn, MuseScore would not be able to guess whose transposed key you meant, so it always has to assume you mean concert pitch.
