Can't edit the drumset
I need to edit the drumset: e.g., I want the Bass Drum note to be on the staff line 9 (as if it was a D3 in the Treble Clef), instead on the s.l. 7 as it is by default; but if I enter the edit mode, then the changes are not accepted and the note stays as it is by default; neither it works if I save a custom drumset then charge it...
This happens with MuseScore v. 3.1.0 on Linux Mint 19.1 Cinnamon 64-bit.
Here attached is the score (see the "Batteria" part, section 3, beat n. 19 and on).

Worked for me when I just tried it. You used Edit Drumset and hit OK? It still seems set to 7. But here it is set to 9.
An apparent bug is that the drum palette doesn't update. But if I enter a bass drum note, it does display as expected.
Same issue.

Did you see my response above? If you continue to have trouble, please attach your score and give precise steps to reproduce the problem.

More specifically, whenever I edit the drumset in any way, after clicking OK, the changes I made reset immediately. Saving and loading styles works (but loading a style is only temporary.) Steps:
1. Open the Edit Drumset menu for Concert Snare by clicking in the bottom left
-Note: If you open the Edit Drumset menu by right-clicking, it displays as if it didn't reset.
2. Load ConSn+Cymbal drumset (or manually enter)
3. Click "OK" or "Apply" and "OK"
-The changes made will instantly reset.
To be clear, I am trying to add Crash Cymbal 2 to the Concert Snare part to cut down on clutter.
Thanks for the quick reply.

I can confirm this doesn't seem to work as expected. Other times it does, not sure what's going on. Please submit this to the "Issue tracker" (see Support menu above, or use Help / Report a Bug, from within MuseScore).

Alright, I'll do that. Thanks for your help.

Did you ever find out how to solve the issue? I'm having the same problem

I doesn't appear anyone ever filed an issue. So I don't know that anyone has figured out a good clear way to describe when it works and when it doesn't. If you have good clear steps to reproduce a problem reliably, I encourage you to file an issue to the issue tracker (eg, Help / Report a Bug from within MuseScore). That's the necessary first step in having something investigated further and fixed.
