Problem with measure repeat sign and start repeat barline

I found a problem with measure repeat signs, and start and end repeat barlines. If before start repeat barline there is a measure repeat sign then during the second repeat the instrument is silent, as if it loses the information that needs to be repeated. I attached an example, in which drums don't sound during the second repeat.
