There is also the subtlety/ambiguity about what "delete" means, i.e., why you can't "delete a rest". Currently, "delete" means "turn a note into a rest", by design. "Deleting time" is a different operation. Which do you want?
Be sure the note is selected - it should turn blue. Then press Delete. It works just fine on Surface Pro. If the note is part of a chord, it is simply removed. If not, it is replaced by a rest so that your measure does not have too few beats and the other notes in your measure don't move earlier (if you want them to move earlier, don't bother deleting the note, just move them earlier, with cut & paste).
