Album: Joining scores causes issue with time signature measures at system headers

Win 7/10. MS 2.3.2

  1. Unzip the attached file.
  2. Add the scores to the Album manager in MS 2.3.2.
  3. Press "Join Scores." Save the result. Exit album manager and 2.3.2.
  4. Open the score in MS 3.
  5. In Format > Style > Measure change the "System header to time signature distance" to ZERO and see how this affects the score. (Note: you may need to delete extraneous clefs. See #292003: Extra treble clefs have appeared in imported 2.3.2 file)

Expected result: All measures with a time signature at system headers should respond.
Actual result: Measures with time signatures at system headers often do not respond. They respond instead to the "System header distance" property.
