Can't find "Palette Properties" menu

I am trying in vain to follow these instructions:
"Right-clicking on the name of a palette in a custom workspace brings up this menu:
Palette properties / Name:... / Cell Size:... / Element Offset:...," etc.
I have a previously customized, renamed workspace. I can add new individual elements from the Master Palette to existing categories such as "Repeats & Jumps", "Lines", etc. , but I want to add a new palette category (e.g. I want another category called "Noteheads") to my existing workspace-palette. In other words, I can't add "New Palette Category" or "New Palette" or whatever it's called.
Right-click as I may, I cannot find this mythical "Palette Menu" which is referenced in Home ->Handbook for MuseScore 3 ->Basics ->Palettes . Where is it hidden?? (Specifically, nothing happens when I right-click on the name of my palette.)
The attached screen shot shows everything I've been able to find.

Right click on the name of the palette (like Lines) and you will see the speed menu and the second one will be Insert New Palette.

Yes - I finally understand the difference between "workspace" and "palette". What I understood to be a "palette" is in fact a collection of palettes (an object for which there is no name) within a workspace, an object which contains (collections of) palettes and other objects (none of which I was aware of or use.)
