Copy and pasting both with use of shortcuts and right clicking don't work. If I cut something, the selected measure or notes will disappear as if it cut, but it won't paste. I restarted Musescore and reverted it to factory settings, but it still isn't fixed.

Works fine for me, using it all day. What OS, what Version of MuseScore? What shortcuts are you using?
Hold on, this is an issue with the "Copy Staff" plugin, not about MuseScore istelf? That plugin is for MuseScore 2 only.
