trying to add a note and it keeps inserting it three measures down
I've got 4 blank measures then some work going on.
I've clicked the proper measure, selected my 8th note, then pressed "N", and the first beat of the 4th measure later is highlight, and despite my efforts that is where any note dropped will fall.
Ideas?

You say you have selected your 8th note, I think you have selected the lenght of 8th note for your future notes, but you don't choose any note, only the lenght.
When you have choosen the lenght, the place you want, choose your note , with the letters , A-B-C-D etc or drag and place with your mouse

correct. I misspoke. I selected the length; however, the "highlighted" area would instantly jump 4 bars to the down beat of that measure and dunk it right there.

To properly enter a note where you want it
click the location you want to enter a note
press N to enter note entry mode
selected the duration
select the note name
The note will appear. From this point forward you only need to change the duration if it's different and then enter the note name
