Lengthening the song

I'm sorry I can't seem to find this in the handbook although I'm sure it's in there somewhere.
I'm rewriting a song that will end up many measures longer than before. Maybe even twice as long as the original. I'd like to lengthen the song so that I have more empty measures and more systems continuing from where the song used to end. When I try the "add" drop down menu and use "measures" from there it just adds measures the last system. I'd like to keep the number of measures/system (or at least be close) so that adding measures will add systems to keep that ratio. I hope this makes sense.
Do I need to add measures then somehow add systems in a second step? How do you add systems? I tried the system break tool but it does nothing when used on the last measure of the song as it exists right now.

Measures are sized automatically. Since they are empty now, they are small and many are placed on one system, but as you enter notes everything happens automatically. So normally you don't need to do anything special, as you write the music it spaces itself. But after entering the music you are welcome to look at the results and add or remove system breaks. The breaks will indeed do nothing at the end of the score, they only change where line breaks happen, they don't add new content.

What I ended up doing is adding 8 measures to the last system then using the system break tool 4 measures from the end which moved the last 4 measures to a new system at the end. And when I say system I mean the group of staves for all the instruments.
