There is a page about this, but I can't find it easily (I run MS3 in Catalina). There are a couple of issues; you have to open it with right-click through the Finder, and say "yes, I really want to" and it won't bother you again. You must also give MuseScore access to your Documents folder -- it should ask you, but if you miss or dismiss it, go to "Privacy and Security" under Mac system preferences, and give it such access. The other known problem, with MDL and other extensions, has been solved in 3.3.4.
#296799: MuseScore 3.3 can't be opened in macOS 10.15 Catalina:
to work around this issue you need to right-click MuseScore application and select "Open" in the pop-up menu. This happens due to the new security policies in MacOS Catalina, and many applications have not adapted to it yet.
