Must select all before transpose
To transpose, a selection must first be made, though handbook says if no
selection is made, transpose proceeds to transpose everything. No error
message appears to alert user to reason nothing happened.

Also on 3.3.4 here, where this seems to work just fine.
With nothing selected and opening the transpose dialog I can see MuseScore performing a select-all on the score.
When I have a text (a jump for example) selected, then the auto-selections doesn't happen and most of the transpose dialog is disabled, but for some weird reason not all of it and then indeed issuing the command doesn't achieve anything.
So make sure you have nothing selected, which you can verify by having an empty status bar and the inspector (F8) telling you "nothing selected".
Works advertised for me. My guess is you did have something selected and didn't realize it. Try hitting Esc first. Or Ctrl+A to select all.
