Partial Measures
I don't see any documentation on creating partial measure (other than at the beginning of a musical piece. Will MuseScore allow me to do this in the middle of a piece? If so, where can I find documentation on the technique?

You can set the length of the measure (number of quarters, eighths, whatever) by clicking right on the measure and choosing "Measure properties", and you will see all the relevant fields displayed.
You can also split a measure in two, using Tools / Measure / Split Measure Before Selected Note/Rest.
