How do I set the tempo of the piece? I've found a menu, but it makes no sense to me. I'm looking for "Beats per minute". I think MuseScore3 considers tempo to be something different (measured in "sp").

No, distance and positions are measured in sp, staff space units.
Tempo is measured in BPM
