Which version of MuseScore, what operation system, which locale setting and keyboard layout?
There are situations where it cannot work, or where its effects will not be noticed at first. Please psot the score you are having problems with and the exact steps you are following - like tell us which measures you are selecting and whether you are trying to increase or decrease stretch.
This happens to me often as I switch between English and Croatian keyboard... the shortcuts are { and } ... click anywhere on your score and type those two keys... if you don't see those two symbols, chances are you're in the wrong character set.
