Formatting/ Page scaling issues

HI First like to say I recently brought Finale thinking it might be better but it is so clunky in it's note entry system compared to Musecore i won't be bothered using it !
My issue is the roll over of staves when scaling to fill up pages - some work all right others such as this one (which is a (bad) piano reduction of an orchestral score) just won't fill up the page with staves I can't work out why? Can someone help me please.\ Many thanks

Oh just worked out there seems to be page breaks inserted into the score which prevents the staves rolling over Deleted them and all good .Cheers
