The Fine is in the 1st volta, but the D.S. al Fine doesn't play repeats (you could enable that), so doesn't go thru the 1st volta but through the 2nd and there it doesn't see the Fine (so you also could move that Fine to the 2nd volta)

Thanks for your explanation, now I get it! I enabled repeats on the D.S. al Fine and now it works as intended.
