Potential workaround would be to shave a 16th-note off the measure (change actual measure or use split measure utility) into 8/16 and then use a 10:8 ratio tuple.
Not sure where the problem is. Just select the full measure rest of that 9/16th measure, then Add > Tuplet > Custom Tuplet > 10/9
