Static
I’ve been having an issue where there is just static playing whenever I use the program, and it won’t stop unless I uninstall Musescore and restart my Windows.
Please help!

What version of windows? Do you have midi devices?

I have Windows 10 and my Midi device is a USB Midi (Williams Rhapsody 1)

Perhaps someone knows better than I do if that could be the issue. You probably had a recent update to windows 10. See if there is also an update to your Midi driver that might fix the problem.

I’m unsure if it’s just the keyboard. I reinstalled it a few days ago to try just clicking to enter the notes, it did the same thing.
The static, BTW, carries through the entire computer until I uninstall MuseScore, restart my laptop, and refresh the audio driver.

There have been issues in the past because MuseScore didn't like the combination of the latest windows update with an older midi driver. I don't recall hearing exactly what you describe, but eliminating the possibility will allow you to look somewhere else.
You didn't mention what happens if you either turn off or disconnect the keyboard.

When I turn off the keyboard, it doesn’t do anything different with the static
