Is 3.5 unfinished?
So far I've experienced odd velocity bugs with accents and forte-pianos (and all single note dynamics for that matter), custom time signature bugs where it only shows the top number, crashing upon opening synthesizer, hidden backup scores just showing up in my folders (cluttering up my catalog and making it difficult to find scores), repeats just don't play anymore no matter what setting I choose, and continuous playback not scrolling correctly (sometimes even snapping back to the beginning of the score while playback is still happening). I hate to be so negative but this "major update" is filled with bugs and I haven't been able to get any of the advertised new features to work for me. Please tell me other people have been having these issues as well so I know I didn't accidentally corrupt my update download.

There is a known issue with unexpected interaction between accents and single note dynamics, it was reported on the forum and @jthistle was investigating, not sure the current status.
The time signature issue to my understanding is actually a case of a bug being fixed, where older versions displayed certain customized time signatures incorrectly (other than how they were actually entered), but now 3.5 is finally doing what was asked. If there is some case where 4.5 is displaying the time signature other than how it eas asked, I believe we'd need to see a score.
Any release with lots of new features and improvements will contain a few bugs, that's an unfortunate nut unavoidable fact of life. See the other responses for info on what's already known and being worked on, and for the things you mention that are not known, please help us out by attaching sample scores and steps to reproduce the problems.
But I'm also curious which of the new features you are having trouble getting to work, and what goes wrong when you try? The issues you mention don't really seem connected to any new features.
