The palettes drop-down menus don't open to full size. Only a tiny portion of the individual palettes invisible.

Do you mean the icons withim them are small, or there aren't as many of them as you expect? For the latter, try switching to the Advanced workspace using the control at far right of the main toolbar. For the latter, are you are also seeing the toolbar with small icons, and your score too small as well (should be life sized when viewed at 100% - same size on screen as a sheet of paper)? If all of those are also small, you probably need to tell MsueScore your monitor resolution, using the "-D xxx" command line option (where "xxx" is the resolution in DPI).

Good morning Marc and thanks for the reply. Great help. It turns out there is probably humbug with the external monitor resolution. The laptop is connected to an external monitor (via hdmi). When Musescore is started without the external monitor turned on, the sizes of the palette icons, toolbar icons, etc. appear normal.
However, starting Musescore from the external monitor opens it in this monitor in squish mode (squished icons). For the moment, the solution is to start MS with the external display turned off. Then turn on the external monitor and it then captures MS correctly on this display. So you can clearly see there is humbug lurking here. Again thanks. Mike

Indeed, the communication between the devices, the OS, and running programs is quite complex and lots of things can go wrong. That's why we provide the command line option I mentioned, so you can override whatever incorrect information the device or OS is reporting, and tell MuseScore the proper resolution.

Thanks again, Marc. Regarding changing the PPI settings you mentioned, the only PPI settings that I can find are in the Preferences windows under the Export window. These don't seem to affect the problem that I mention. Is there another location to change these settings? Or is this the only one? Your comments are appreciated.
