it still can be arbitrarily spaced as it could in 2.x. There's spacers for that. DO you mean something else?
This is the new automatic spacing algorithm trying to maintain a constant system height, stretch out the staves to fill the page. There are settings to customize this in Format / Style / Page. Also, you can still set the staff distances manually, via Staff Properties,
