Local Time Signature can't be changed back.

At Rehearsal Mark 17, (bar 104), the temporary 2/4 Time Signature in Violas (6 staves up from bottom) needs to go back to 6/8. Although the bar is empty, I keep getting the message that it can't be changed because the bar is NOT empty.

I believe the measure is to be empty for all instruments. It works from m numbered 107 (internal m58) onwards as there all other instruments are empty as well.

Turns out to be worse than that, even. I could only change it if that bar AND ALL SUBSEQUENT BARS were empty. Fortunately, there weren't too many to delete.....
