unable to open New Score Wizard

I have Windows 10 on an hp laptop, model 17-G173-CA which I bought new in 2016. The instructions say: To open Start Center (if not already visible) Press F4, from the menu bar select, etc. I can't get it to open. This laptop does not have dedicated function keys, but has keys that are dual function. To activate keys, according to tech advice, I should press the "fn" key at the same time pressing the "f4" key. I have tried numerous times. I don't see a bar key either, I am not tech savvy and may be missing something. I badly need advice.

You do not need the Start Centre to access the New Score Wizard.

You can use File → New... directly (default shortcut Ctrl+N). You can also access the Start Centre from the File menu.
That menu bar is located right at the top of the MuseScore window:

I had no Musescore window which I thought would download automatically when opening the Start Center---you triggered a cue--for some reason I had no file for musescore 3, so I took a chance and searched Microsoft store and found a free download of the app and Voila-- I got it right away and have entered a few notes to try it out. Yay!

Also the Startcenter is available via File > Startcenter too, no need for a function key
And I think the shortcut for it can get configured via Edit > Preferences > Schortcuts

No, see #313298: MuseScore in Microsoft Store is outdated, still at 3.3.4; remove link on Download page.
Not yet at least, and I'm not sure at all about the plans with that. As we're currently working on MuseScore 3.6 (a Release Candidate is available already) I'd not expect 3.5.2 to hit the Microsoft Store at all, but hope for 3.6 to do so.
However: if you want the latest version, take the one from https://musescore.org/download
