Palette customization bug.
I am still on 3.5.2 and for some reason, I cannot add a decresc. line to my palette when I try to drag it there.

One click on the line, be careful not to drag the handle.

I do so, however, it just doesn't want to be in the palette, again, for some whatever reason.

Be sure you aren't just dragging but are holding Ctrl & Shift. Also, don't drag a handle, that will just move it normally. If you do it right you should see the mouse pointer change the moment you start the drag.
