Millisecond delay?
I'm looking for a way to delay playback in the range of 1 to 60 milliseconds:
• for all notes on a staff
• for selected notes
Frequently it would be easier to "pre-play" all notes on a particular staff by 1 to 60 milliseconds, rather than delay all others. So I'm particularly interested in that.
Are these goals achievable in MuseScore?

I'm not totally sure what you mean here, but the piano roll editor can alter start time for notes, so can the various articulation plugins.

A problem with doing this en bloc in the Piano Roll Editor is that the Position setting does not work in absolute units but rather in percentage of the notes' time value.
